Families of children with special needs in Singapore can access a range of schemes and subsidies to support long-term care, education, and daily living needs. Below are some key programmes available:
1. Special Needs Savings Scheme (SNSS)Administered by the Special Needs Trust Company (SNTC), the SNSS enables parents to set aside their CPF savings for their child’s long-term care. Parents can nominate their child as a beneficiary of their CPF monies. Upon the parents’ passing, the child will receive monthly payouts of a pre-determined amount until the savings are fully disbursed.
2. Matching Grant for Trust Account Top-UpsAs announced in Budget 2025, lower- and middle-income families will receive a dollar-for-dollar matching grant of up to
$10,000 for top-ups to Trust accounts with SNTC, a wholly owned subsidiary of SG Enable.
3. Special Student Care Centres (SSCCs)SSCCs provide subsidized before- and after-school care services for students with special needs
aged 7 to
18. These centres offer a safe and supportive environment outside of school hours.
4. Enabling Transport SubsidyThis subsidy supports eligible Singapore Citizens and Permanent Residents with disabilities who require dedicated transport provided by Social Service Agencies (SSAs) to access Ministry of Social and Family Development (MSF)-approved services regularly. These services include:
- Early Intervention Programme for Infants and Children (EIPIC)
- Special Education (SPED) schools
- Special Student Care Centres (SSCCs)
